1. Define the service area before you set the budget
Your firm may serve Phoenix, other parts of Maricopa County, or a narrower area. Those are different geographic decisions. Phoenix city is a municipality recorded in Maricopa County; the Census population estimate describes the city, not every household or individual you might serve. It also cannot establish search demand or the number of legal inquiries available. Bosseo’s public LSA description identifies category and geography targeting as part of its program. The relevant question is therefore not whether Phoenix is large enough in the abstract. It is whether the locations you want, and the matters you accept there, are represented accurately in the profile.
Recommended approach
Bring a clear service-area boundary to the review. Separate Phoenix from any additional Maricopa County locations, and decide whether every location should receive the same budget and practice-area treatment. Ask how geographic settings will be reviewed when your capacity, court coverage or case mix changes.
