Start with Sheffield and Colbert County—not population assumptions
The Census record identifies Sheffield as a municipality in Colbert County and gives a 2020–2024 ACS five-year population estimate of 9,340. That is useful for confirming the place and its county relationship. It is not evidence that residents are searching for a particular legal service, that competing firms are weak, or that a page will generate a case. Households, individuals, cities and counties should not be treated as interchangeable audiences. Bosseo’s public description allows a firm to choose the whole state or only selected counties. For a Sheffield firm, that makes Colbert County a concrete scope question: should the footprint include cities throughout the county, additional Alabama counties, or the state?
Recommended approach
List the cities and counties where the firm genuinely accepts matters, then compare that list with the footprint you are prepared to support. Treat Sheffield as one defined municipality within Colbert County, not as a proxy for statewide demand. Ask Bosseo to explain how the proposed footprint will be reviewed for relevance before you approve it.
