1. Define the geographic question before judging a source
Leeds is recorded as a municipality with relationships to Jefferson County, St. Clair County and Shelby County. A firm may serve Leeds itself, one or more of those counties, the wider Birmingham metropolitan area or clients elsewhere in Alabama. Those are different geographic scopes. Attribution should preserve the distinction between where a person encountered the firm, which page they visited and where the matter is ultimately handled. A Leeds landing page, a county-focused page and a referral may all represent different acquisition paths. The Census population estimate is useful context for defining the place, but it cannot tell you which geography produces qualified inquiries or signed cases.
Recommended approach
At the consultation, map the geographic labels your firm actually uses in intake and matter records. Decide whether Leeds, each county, and any wider service area should be reviewed separately. Do not treat a local page view as proof that the visitor lives in Leeds or that the matter belongs to a particular county.
