1. Turn Homewood into a deliberate coverage decision
The U.S. Census Bureau records Homewood as a municipality in Jefferson County. That distinction matters when you define a programmatic footprint. A page for Homewood is not automatically a page for every community in the county, and a countywide plan is not the same as statewide coverage. Bosseo’s public product description says its engine can be scoped to a whole state or to selected counties. For your firm, the useful question is therefore not whether Homewood’s population is large enough to justify a page. Population cannot establish demand. The question is whether Homewood is a location your firm intentionally serves and whether a page can explain that service without thin or interchangeable copy.
Recommended approach
Start with a location map based on your actual service area. Mark Homewood separately, then decide whether the footprint should include other Jefferson County cities or only selected jurisdictions. Record the reason for each inclusion—service availability, court or filing relevance, existing client geography, or a deliberate test—not a population-based assumption.
