Do not treat the city’s population estimate as evidence that any particular city-service combination has demand. It is only a geographic reference point.

Bring a written service-area policy to the consultation. Identify the counties the firm genuinely serves, the cities it is prepared to discuss with prospective clients, and any locations that should be excluded.
