Clay is recorded as a municipality associated with Jefferson County and St. Clair County. Those are different geographic choices: a Clay page is not the same as a Jefferson County page, a St. Clair County page, or a page for every city in Alabama. The population estimate for Clay provides a factual description of the municipality, but it cannot establish demand or justify a statewide build.
Recommended approach
Start with a service-area map. Mark whether your firm accepts matters from Clay, both associated counties, other Alabama counties, or selected cities.
